You can download the tech-preview version of Web Service Enhancements 2.0 from here. I have been using this for some time now (we're in the partner program) and it is a major improvement over 1.0. This is the stuff that got Ingo so excited earlier that he called it 'SOAP how it is supposed to be'.
The most important changes are in the new messaging model, allowing you to use either HTTP or regular TCP for your transport or to roll you own transport. At a higher level there is a SoapClient/SoapSender set of classes for implementing request/response style messaging and SoapSender/SoapReceiver for building one-way message flows.
There have been improvements in the security protocols and other parts of the pipeline. It is worth checking out.
